The Rubaga Division Deputy Resident City Commissioner (RCC) has been suspended until further notice.
Though what caused his suspension remains unknown, many have attributed it to his activism work where he on several occasions attacked the Speaker of Parliament Anitah Among through his alleged official X account previously known as Twitter under the identity of Herbert Anderson Burora @harderHB.
In one of posts in which he tagged the Speaker’s account @AnitahAmong, Burora Herbert Anderson Burora @harderHB wrote: “I told these people to forgive us for not delivering services because your Corporate Social Responsibility budget l that consumed majority of the Service Delivery Budget has not yet reached them. I took them through your expenditure and they are bitter” on March 13, 2024.
On March 15, Burora Herbert Anderson @harderHB went to write: “Over my grave will my Children see a picture of me kneeling before @AnitahAmong. Karma is a bitch. Rt. Dishonorable Atutta Atubba Atumalawo welcome to the mud”.
Though his suspension has not officially communicated, Burora took to his account and thanked the Minister for Presidency Milly Babalanda for her guidance during his tour of duty.
He wrote via his handle @harderHB: “In my tour of Duty, I want to thank Hon. Min. @millybabalanda for her relentless guidance, for defying all odds against cadres and supporting me in particular to serve better. Your call towards fighting corruption is something we applaud you for. I also want to thank The Secretary Office of the President Hajji Yunusu Kakande for his support. Much as I don’t want to delve much into this suspension, he has been a mentor. So many fronts have pointed at me, he has been my shield. The HR office of the President, my Consultant and advisor, I will always be indebted to you.
To the Media Fraternity, I will not address or appear in the Media in the meantime until next week”.
Nevertheless, there are claims suggesting that the RCC’s suspension was a result of his alleged participation in a land dispute, in order to facilitate further investigations.
Duties of RDCs/RCC
Article 203 of the 1995 Constitution provides for the establishment of the office of the Resident District/City Commissioner and the cardinal roles provided for as seen below;
1. To monitor the implementation of Central and Local Government services in the Districts.
b) To act as Chairperson of the District Security Committee;
c) To carry out such other functions as may be assigned by the President or prescribed by Parliament by Law and
In addition, Article 71 of the Local Government Act 1997 depicts the functions of the Resident District/City Commissioner as follows;
1. Represent the President and the Government services in the district.
2. Coordinate Government services in the district.
3. Advise the district chairperson on matters of a national nature that may affect the district or its plans or programs and particularly the relations between the district and the Government.
4. Monitor and inspect the activities of local governments and, where necessary, advise the chairperson.
5. Carry out such other functions as may be assigned by the President or prescribed by Parliament.
Section 6 of the National Security Council Act of 2000 allows for the creation of District Security and Intelligence Committees, which are presided over by the RDC.
According to the Constitution, the RDC/RCCs must carry out any additional responsibilities assigned to them by the President or by a bill passed by Parliament.
The President occasionally issues directives to RDCs/RCCs and other political figures as well as writing guidelines for some important issues on which to mobilise the populace, including, among many others: pandemic awareness, HIV/AIDS awareness, banana wilt disease, land fragmentation practises, illegal evictions, and enterprise selection among others.
