The City Lord Mayor Erias Lukwago, also Counsel to Mityana Municipality MP, Francis Zaake, today walked out of the Rules, Privileges and Discipline Committee of Parliament.
The committee is considering the matter of an alleged defamatory statement made by Zaake against the Woman Member of Parliament (WMP) for Rakai Juliet Kyinyamatama Suubi.

Lukwago walked out of the committee on grounds that it is allegedly conducting its proceedings in a biased manner.
During the committee proceedings, Kyinyamatama was allowed to make her case by reading a written statement despite protests by Counsel for Zaake.
She also continued being elusive at cross examination and repeatedly refused to answer direct questions put to her, including getting out rightly combative, when asked of her registered name and status as a voter in Rakai District.
The committee’s proceeding, that was scheduled to handle other five witnesses presented by Kyinamatama, however came to halt, when Lukwago stopped the cross examination and excused himself over disruption from the chairperson and vice chairperson of the Committee Abdu Katuntu and Bishop Onen respectively, who repeatedly appeared to shield Kyinamatama, from further cross examination.
Speaking to the media Lukwago said that the statements which Zaake made against Kyinamatama, were not factual but just option statements.
Lukwago said he was cross examining Kyinamatama on the state that Zaake said.
“Ali nga ayatunda? As the statement was made against Kyinamatama, Lukwago says it was not clear whether she sold her Political party or her body.
“In my cross examination is what I wanted her to respond to but she was shielded,” Lukwago said.
In her prayer Kyinamatama said that Zaake be subjected to mental check up
She also prayed that Zaake makes an apology in writing and also be suspended.

However, Zaake in his responses said,
“You have seen it rightly that the witness of my colleague, my fellow MP has behaved abnormally in the same way she ended that house prematurely when she was presenting the matter,” he said.
Zaake said, “It was abnormal she even threatened to beat me and throw me out of parliament and the house ended prematurely
Zaake has been to the disciplinary committee twice before; first, the legislator was sent to the committee last year for defying parliamentary rules and dodging about 10 plenary sittings. Zaake was sent back to the same committee for using offensive language against deputy speaker Anita Annet Among
The matter was adjourned to a date to be communicated.
