The Uganda National Examination Board (UNEB) has issued a statement refuting allegations of a selective grading system.
In response to messages circulating on social media questioning the fairness of UNEB’s grading system and suggesting that candidates’ scripts can be easily accessed, UNEB’s Executive Director, Dan Odongo, has declared these claims to be false and should be disregarded.

He emphasized that accessing candidates’ transcripts is highly restricted and subject to tight security measures due to the sensitivity and complexities surrounding the scripts.
He also stated that any individuals claiming to have seen their child’s scripts and raw marks are making false claims. Furthermore, Odongo assured the public that the grading system is uniform and adheres to quality assurance procedures without any form of discrimination based on regional, urban, or rural factors.
He dismissed any allegations of unfair advantage for certain candidates as malicious propaganda, baseless, and deserving of utmost contempt.
UNEB was established by an Act of Parliament in 1983, Cap 137 Laws of Uganda; legalizing all actions taken with effect from 1st July 1980 when it effectively started operating. The Board is a body mandated to conduct and manage examinations in Uganda for the end of the educational cycle at Primary and Secondary school level: and to conduct examination-related research.
The body also has additional responsibilities, which include: releasing previous exam papers, presenting certificates to candidates who have successfully passed these exams, inviting external individuals or organizations from outside Uganda to collaborate in conducting academic and other exams, jointly awarding certificates to successful candidates in partnership with the invited organizations, inviting other organizations to conduct exams and issue acceptable certificates or diplomas, providing guidance to the invited organizations on the implementation of exams that meet Uganda’s requirements, assisting these organizations in conducting the exams, organizing research and development activities related to examination systems, and establishing rules to govern the administration of exams and any related matters.
